When there are multiple intragovernmental orders associated to a project then Initial performance obligation accounting events are not created.

Steps to Reproduce:

1-Multiple SFO (Seller Facilitated Order) Advances pulled from G-Invoicing after requesting approved.
2-Receipts Created
3-Performance obligation entries did not get created
