Error APP-PAY-07165 Is Received When Trying to Update a Special Information Type (SIT) Or to Delete Extra Information Type (EIT) Record For One Person (Doc ID 297708.1)

Symptoms

When attempting to delete EIT or to update SIT record for one person, the following error occurs.

APP-PAY-07165: The Current row is locked.
You are trying to lock a row in the per_people_extra_info table which is currently being locked by another user

The issue can be reproduced at will with the following steps:
1. Using HRMS Manager responsibility.
2. Navigate to People > Enter and Maintain.
3. Search for the affected person.
4. Go to Others > Extra Information.
5. Delete EIT record > Save.
6. Get error.
