Some iProcurement Change Orders Not Routed For AME Approver List And Auto Approved (Doc ID 2977951.1)

Symptoms

Some iProcurement change requests are not routing to AME approval rule set Approver
AME set and Testworkbench shows Approver A correctly,
however it automatically approved showing the Requester as the Approver.

Issue seen occasionally.


STEPS
--------------------
1. AME set and Testworkbench shows Approver A
2. Submit change request  (ex. quantity change)
3. Automatically approved with requester as approver, and not routed for Approver A
