Report Definition ending in error

Oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-20001: -: XLA-95103: An internal error occurred. Please inform your system administrator or support representative that:
An internal error has occurred in the program xla_tb_data_manager_pvt.add_partition. ORA-00902: invalid datatype.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to: Payables Responsibility > Setup > Accounting Setups > Open Account Balances Listing Definitions
2. Click on the Create button
