Symptoms

On versions 11.5.9 through 11.5.10.2 (this is not Relevant for R12 and higher)

A high percentage of PO's are failing with the Document Approval Manager showing that one of the following two errors occurred.  This is occuring while the PO Document Approval Manager is actually Active and running normally.

SYSADMIN_ERROR_MSG  = The Document Approval Manager is not Active. Please contact your System Administrator to activate Approval manager.

SYSADMIN_ERROR_MSG = TM-TIMEOUT

These errors can be found by running the Diagnostic called PO Document Approval Check Setup via the Support Pack (<Note:167000.1> "eBusiness Suite Support - Oracle Diagnostics Support Pack Installation Guide")
