Symptoms

When attempting to change the setup of a cost component class, field usage
the following error occurs.

ERROR

APP-GMF-86591  Cant change usage ind there are cost cmpnt dtls defined

The issue can be reproduced at will with the following steps:
1. Responsibility: OPM Financials
2. Navigation: Setup > Cost Component Classes
3. Query existing cost component class and try to modify usage value - receive error.
