Symptoms

Creating the customer for the project through API PA_PROJECTS_PUB.UPDATE_PROJECT, set the contribution filed as "Zero" For “Date Effective Funds Consumption” Feature enabled Projects.

Steps:

1.Connect to SqlPlus
2.Execute the API PA_PROJECTS_PUB.UPDATE_PROJECT
