Unable To See the "SOAP Web Service" Tab In Integrated SOA Gateway Repository

Symptoms
You would like to deploy a soap web service in PROD but are unable to do so because it is missing the "SOAP Web service" tab only in PROD. Also, shows the below message in the page:
Oracle E-Business Suite Integrated SOA Gateway is not configured for SOAP Services. Please refer My Oracle Support Note 1311068.1 to configure for SOAP Services.
- The existing SOAP web service is working perfectly in PROD, so ISG installation was completed.
- The issue is unable to deploy any SOAP web services due to the missing tab.
- The "SOAP Web Service" tab exits in DEV and PREPROD and is able to deploy a web service successfully.
Steps to duplicate the issue:
- Login to EBS
- Navigate to Integrated SOQA Gateway:: Integration Repository
- Click on the search button
- Search a web service (e.g. Enter "FND_USER_PKG" in the "Internal Name" and click on the Go button)
- Select the Web service and you will see the below window.
