Not able to update the values of Party name and Party site fields in the Tax details form for the BOE transactions.

The issue can be reproduced at will with the following steps:
1. Navigate to India Local Purchasing responsibility.
2. Oracle Financials for India-> Transactions-> Enter Bill of Entry.
3. Enter a new BOE, click on the "Details" button, and select a purchase order(PO) for reference.
4. Click on the "Add Lines" button to add the PO lines and save the changes.
5. Click on the "Taxes" button and try to update the values of party name and party site fields.
