Overlapping primary assignments are created when using API hr_assignment_api.update_emp_asg api with 'UPDATE_OVERRIDE'(Replace all scheduled changes).

STEPS:
-----------

1. Responsibility: HRMS Manager
2. Go to People > Enter and Maintain > Find an employee with only one assignment
3. Go to Assignment
4. Date track to a future date and create another secondary assignment and mark it as primary
5. Use the API to update the first assignment
6. Both assignments are enabled as primary
