On Sales Order Header Form Price List Field List Of Values (LOV) Does Not Display Any Values (Doc ID 2980285.1)

Symptoms

On Sales Order Headers Form - the price list field list of values (LOV) is empty and it does not list any of the existing price lists for Order Fulfillment in the LOV. 

STEPS

The issue can be reproduced at will with the following steps:
1. Go to Oracle Applications > Navigate to Order Management Responsibility
2. Navigate to menu path > Order, Returns > Enter Sales Order Header > Click on Price List field LOV
3. The price list LOV does not display any price list, the LOV is empty
