CSF_DEBRIEF_PUB.CREATE_DEBRIEF_LINES API Allows To Create Overlapping Labor Lines For Same Task (Doc ID 2980353.1)

Find that the CSF_DEBRIEF_PUB.CREATE_DEBRIEF_LINES API allows to create overlapping labor lines for same task, even though the 'CSF: Allow overlapping Labor lines and Personal Task' profile is set to 'No'.
If the API is used to create overlapping labor lines for different tasks, then it will throw an error:

ORA-01086: savepoint 'CREATE_DEBRIEF_LINE_PUB' never established in this session or is invalid
ORA-01086: savepoint 'CREATE_DEBRIEF_LINE_PVT' never established in this session or is invalid
ORA-06512: at "APPS.CSF_DEBRIEF_PVT", line 2083
ORA-06510: PL/SQL: unhandled user-defined exception

The issue can be reproduced at will with the following steps:
1. Set the 'CSF: Allow overlapping Labor lines and Personal Task' profile to 'No'.
2. Run CSF_DEBRIEF_PUB.CREATE_DEBRIEF_LINES API to create overlapping labor lines for same task.
