Symptoms

After running the standard API to create and baseline a budget, an error is displayed:

ORA-01086: savepoint 'BASELINE_BUDGET_PUB' never established in this session or is invalid

Steps to reproduce:

  1. Create and baseline a budget through API in any sql tool.
  2. Check the errors displayed.
