Withholding Tax not getting calculated for all the invoices across the Payment Process Request (PPR) when Israel Operating Unit (OU) Invoices are selected across the PPR 

 Steps to reproduce the issue -

1)Login to Payables Responsibility.

2) Navigate to Payment Manager

3) Select template in Payment Manager

4) Select and submit PPR for Multiple OU 

5)Review PPR and found that WHT for eligible invoice is not calculated.
