Symptoms

After applied Patch: 35379597 - Fix for ISG_INVALID_STORAGE_LOCATION getting error ISG_FILE_ACCESS_ERROR

The issue can be reproduced at will with the following steps:
1. Apply Patch above
2. Try to use already deployed REST Service, for example Test FND_USER_PKG
3. Get Error
