Symptoms
Recalculate Price action is disabled on PO Lines that reference Quote after Upgrading from 12.1.3 to 12.2.11.
Steps to reproduce the issue:

1. Navigate to Purchasing Responsibility >> Purchase Order form >> query with a PO referencing a quotation.
2. Modify the price of the Purchase Order line >> click on Tools >> recalculate the price.
