Unable to see tax information in custom responsibility, instead the following message is seen in the User Interface:

"Function not available to this responsibility. Change responsibilities or contact your System Administrator"

Steps to reproduce:

1. Login with custom responsibility
2. Click on Order Organizer
3. Click on Order view
4. Click on order date
5. Select > Find > Open order
6. Click on Tools
7. Message is seen: "Function not available to this responsibility. Change responsibilities or contact your System Administrator"
