Is it possible to define a multiple-years budget then charge the same transaction (Journal, Purchase Order, Requisition, Invoice) to consume funds from multiple years in the current one?

Example:

The users are uploading the budget yearly - say for 2023, 2024, 2025 years; they further want to use in advance all the budget available, so in the current year, which is 2023. Is this possible?
