Symptoms

ACTUAL BEHAVIOR

When user try to create a new External Learning record, the Arabic Hijrah date is switched to Gregorian date format on Oracle Learning Management External Learning: Review page and in the notification body (External Learning Review section) received by the approver.
 

STEPS
-----------------------
1. Profile FND: Forms User Calendar is set to Arabic Hijrah at user level.
2. User (N) to Learner Self-Service responsibility -> Learner Home -> External Learning.
3. Click on Create External Learning -> Add needed details -> Completion date entered as 18-06-1444.
4. Click on Continue -> External Learning: Review page is open -> notice that Completion date is displayed as 11-01-2023 (data is switched to Gregorian) -> Submit.
5. Approver get the notification -> On the notification header info following fields "Sent" and "Due" are in Arabic Hijrah format but
    in the notification body (External Learning Review section) notice that field "Completion Date" is in Gregorian format.
