Duplicate Job is Created After Changing the Warehouse on the Model Line (Doc ID 2986081.1)

Symptoms

Duplicate jobs have been created for sales order line 2 after delinking and progressing order line 1. 
When users have a booked order with 2 items assigned to different warehouses and the warehouse is manually changed
to the same warehouse as line #1, a duplicate job is then created for order line 2. 

The issue can be reproduced at will with the following steps:

1.  Responsibility: Order Management Super User (or equivalent)
2.  Order Organizer >  Sales Order
3.  Created a new
4.  Line 1.1, Item 123 > warehouse ABC
     Line 2.1  Item 456 > warehouse XYX
5   Book the order
6.  After Booking > the warehouse was manually change from ABC to ABC11 for Line 1.1
7.  Observe: Due to changes on Line 1.1, Line 2.1 a duplicate job is created for the the item.
