GMSBUEBU Award Budget Form Errors When Trying to Reduce to 0.00 'A Budget must have at least one Budget line before it can be baselined.' (Doc ID 2986098.1)

Symptoms

When trying to reduce the award budget lines to 0.00 after a initial baseline amount, the form errors.

Error:
A Budget must have at least one Budget line before it can be baselined.

 

Steps to Reproduce:
(1) Grants Accounting Respondibility
(2) N - Budgets - Award Budgets, enter in Award and Project FIND
(3) Take an existing award budget that has been successfully baselined with an amount, click on Budget Lines
(4) Remove all amounts on the lines so the form shows 0.00, Save
(5) Go to Header page and click on Submit
(6) Error occurs:
A Budget must have at least one Budget line before it can be baselined.
