Claim Earnings Approval Not Showing On Claim Approval Screen (Doc ID 2986254.1)

Symptoms

When User submits a claim for approval, they don't see the claim earnings workflow being generated.
 
The issue can be reproduced at will with the following steps:
1. Trade Management User > Claims
2. Associate offer to claim
3. Submit claim for approval
