Payables Command Center Dashboards does not display Ledger as per Security Profile setup when there are multiple Business Groups

The issue can be reproduced at will with the following steps:

1. Navigate to System Administrator responsibility > Profile > System > Profile Option "MO: Security Profile" is set at responsibility level with access to one Operating Unit
2. Navigate to Payables Responsibility > Payables Dashboard > Open a Dashboard
3. Multiple Ledgers are displayed and only one should be displayed

Changes

1. Create the MOAC setup as per Note: R12: AP: Setting up Multi Org Access Control - MOAC (Doc ID 1662729.1)

in order to set Profile Option "MO: Security Profile" at responsibility level to access only one Operating Unit

2. For this responsibility, Setup RBAC for Enterprise Command Centers Manually as per Step 8.2 from Note: Installing Oracle Enterprise Command Center Framework, Release 12.2 (Latest Version) (Doc ID 2495053.1)

in order to grant ECC Access Role for this responsibility.
