Symptoms

When trying to add a new line to a Blanket Purchase Agreement (BPA), an error was observed while saving.

The issue can be reproduced at will with the following steps:
1. Login to Purchasing Responsibility     
2. Navigate to the Purchase Order form
3. Create a Blanket Purchase Agreement.
4. Save the BPA with no line records to it.
5. Add a new line to the BPA with the required information
6. Try to Save.
7. An error message appears at the bottom of the screen.
