Following error occurs while trying to enter serial in the Serial Entry form while performing deliver transaction.

Error: FRM-40212: Invalid value for field FM_SERIAL_NUMBER

Following are the steps to reproduce the issue:
1. Login to Oracle Application and choose Purchasing responsibility
2. Navigation: Receiving > Receiving Transactions > Search with Receipt or PO number > Receiving Transactions form Opens> Click on 'Lot/Serial' button
3. Try to enter any Serial and get above error on Serial Entry form, also observe that there are no serials available in the Serial Number list of values(LOV)
