EBS Cloud Manager Create Backup Fails at Validate Step With "ERROR: command : mkdir -p /u01/install/APPS/scripts/liftjars/.oraclebmc/, retCode:255"

Symptoms
The E-Business Suite(EBS) instance was migrated manually to OCI (Oracle Cloud Infrastructure) without using E-Business Suite Cloud Manager (EBSCM).
While trying to create a backup of this instance using EBSCM it failed with the below error at step : Pre-validation > Validate.
Error can be found in the following directory for that particular session logs: /u01/install/APPS/apps-unlimited-ebs/out/

STEPS
--------
1. Login into EBS Cloud Manager.
2. Discover manually migrated EBS instance on EBSCM.
3. Navigator icon > Select Environments.
4. On the Environments page > click the Actions icon next to the environment > select Create Backup.
