CLE: VAT Register(CZ) effective from 01.01.2013 report doesn’t select records imported to GL from external source.

The issue can be reproduced at will with the following steps:

1. Navigate to CZ Localization Responsibility

2. Go to View > Request > Submit a new request

3. Run 'CLE: VAT Register(CZ) effective from 01.01.2013' report
