Error APP-ENG-21036 : Component item already exists for this operation sequence and date range When Trying To Disable A Future Effective Component Using A Change Order With Disable Date Same As Effectivity Date (Doc ID 2989828.1)

Symptoms

User is trying to end date a future effective component implemented on an Engineering Change Order (ECO) with exactly same date as effective date but we are getting error when adding the component on the ECO.

ERROR

APP-ENG-21036 : Component item already exists for this operation sequence and date range.
A bill cannot have identical component items for same operation sequence with overlapping effective dates.

STEPS
-------
1. Engineering > ECOs > Create an ECO > Add Revised item and Component > Effectivity Date in Future (same as the effectivity date on the previous ECO that implemented the component)
2. Save ECO > See error
3. Uncheck MRP Active > Save ECO > No errors
4. Submit ECO for Approval > See Approval errors out.
