R12: OIE: Expense Report Entry Not Allowing Project-Related Details (Project / Task / Award / Project Expenditure Organization) for a Particular Expense Type (Doc ID 2989886.1)

Symptoms

When entering a projects-related expense report, the project details (Project / Task / Award / Project Expenditure Organization) are disabled from being entered for a particular Expense Type.
However, other Expense Types are allowing the entry of project-related details.

Steps to Reproduce
-----------------------
1. From Internet Expense (OIE) Responsibility: Enter an Expense Report
2. Enter an expense line that includes the desired Expense Type
3. Enter 'Next' to enter additional details, including the project details, but these fields are not allowing any inputs
