LPN Content Label Is Not Printing For Each Purchase Order Line

Symptoms
Advanced Shipping Notice (ASN) is received via the Receiving Transactions Interface.
As an example the ASN contains 3 Purchase Orders(PO), each having 1 line, quantity of 1, for the same item, and received into the same LPN.
The Pregenerated Putaway Suggestions program is run in background , which triggers an LPN Content label.
The label is printing with a consolidated Quantity of 3 as each of the 3 PO lines in the ASN are same items.
Expectation is system should print label for each PO line with quantity 1 irrespective of whether the item is duplicate or not.
The issue can be reproduced at will with the following steps:
1) Create multiple POs with same item and destination org and locations.
2) Create single ASN for all the above POs.
3) Receive the ASN.
4) Pregenerated Putaway Suggestions program will be run in background to trigger the LPN Content Label.
5) Only one label is generated for the duplicate PO line items and quantity is consolidated.
