Getting A 'Check Rule Groups Error' when Activating A Multi Asset Contract for Usage (Doc ID 2990784.1)

When attempting to activate a multi asset lease contract with a usage, the following error occurs during validation:

Please enter the required values for the rule detail Usage billing parameters structure at line 1.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using lease super user responsibility, author a multi asset contract with Lease By UOM product.
2. Enter Usage line in Additional charges tab and enter all required information. Make sure the usage line is associated to both assets.
3. Start the activation process by clicking on Activate contract button and validation will fail with the above error message.
