Symptoms
Requisition Amendment/Cancellation
When users create a Purchase Requisition and amend it to simultaneously increase the line amount and cancel the PR line, it results in a credit balance in the budget account (remaining commitment) when it should just completely cancel out to ZERO commitment balance. The added price is being added back as a commitment to the budget account.
STEPS

The issue can be reproduced with the following steps:
Create Purchase Requisition Line for say $100
Create Amendment to increase Line from $100 to $150
Submit Amendment to Cancel Purchase Requisition Line
Approve Amendment / Cancellation
Review Journal:
There is a balance of $50 (150-100)
