Modifier Is Not Getting Applied for Some Items in a Sales Order (Doc ID 2991273.1)

Symptoms

An automatic modifier is not getting applied automatically for some items in sales order. Items are defined in the modifier and they are active.

The issue can be reproduced at will with the following steps:
1. Order Management Super User responsibility
2. Navigate to Sales Order form
3. Enter a new order and save
4. Action -> View Adjustment, the modifier is not applied
