Delete Project Resource Assignment Error "You cannot delete an assignment after expenditure items have been related to it" (Doc ID 2991436.1)

Symptoms

How could correctly avoid situation that Project resource assignments can not be deleted or end date adjusted in case when there are reported expenditure items (created from OTL timecards).
Resource assignments can not be deleted or end date shortened even in cases when expenditure items are reversed.


It is not clear how to correct Resource assignment if user have accidentally created it incorrectly. It is not possible to adjust end dates or delete it, if expenditure items exists (even reversed).
Perhaps it is possible to ensure, that Project resource assignments are not linked with expenditure items for specific projects?
 

The issue can be reproduced at will with the following steps:
1. Create Project resource assignment for dates. Approve it. (Navigation : Projects > Find project > Resources > Current Assignments > Add assignments)
2. Create OTL timecard for the same project and time. Approve it.
3. Import OTL timecard to Projects with PRC: Transaction Import with transaction source = Oracle Time and Labor.
4. Then try to delete or set earlier end date for Resource assignment created in point 1.
    There will be error:
        Error: You cannot delete an assignment after expenditure items have been related to it
        Error: The expenditure item date is outside the assignment start date or end date range
5. As expenditure items can not be deleted from standard functionality, then try to reverse them with Pre-approved batch (Expenditures > Pre Approved Batches > Review).Release it.

6.  Run PRC: Distribute Labor Costs.
7. Then try to delete or set earlier end date for Resource assignment created in point 1.
    There will be the same error:
        Error: You cannot delete an assignment after expenditure items have been related to it
        Error: The expenditure item date is outside the assignment start date or end date range
