"Notify Suppliers" on Supplier Page, When Clicked Resets The Email Preference of All Suppliers to "HTML mail with no attachments" (Doc ID 2992015.1)

When Supplier admin clicks on "Notify Suppliers" button to send message to all Suppliers, the email preference of all the iSupplier Users to is set back to "HTML mail with no attachments".

The issue can be reproduced at will with the following steps:
1. Set the notification preference as "Do not send email" for one of the iSupplier User
2. Navigate as Supplier Management Administrator > Supplier Home
3. Click on Notify Suppliers button and send.
4. Observe that email preference for the iSupplier user is set back to "HTML mail with no attachments"


 After upgrade to 12.2.7
