An Offer is associated with two budgets and one budget is end dated by last year on 31-Dec-2022. But the old budget is still accruing.

Steps:
The issue can be reproduced at will with the following steps:
1. Trade Management > Budget
2. Review Budget checkbooks associated to offer.
