Copy Bill form does not copy text attachments to the newly created bill at component level even though original bill has text attachments.

The issue can be reproduced at will with the following steps:
1. Go to Bills form. (Navigation: Bills Of Materials -> Bills -> Bills)
2. Go to Tools -> Copy
3. Create a new bill using an old Bill
4. Once bill is copied, query the new bill
5. Find that there are no attachments at component level. Upon clicking Paper clip icon, no record appears.
