Resource Transactions Worker Performance Issue on R12.2.11

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Insert data into GME_RESOURCE_TXNS_INTERFACE
2. The Resource Transactions Manager is scheduled to run every 1 minute.
3. On R12.1.3, the concurrent "Resource Transactions Worker" completes in 1 ~ 2 secs.
But on R12.2.11, it takes 13~17 secs.
