Symptoms
When attempting to close the Open life event using the Close Enrollment Process, the following error occurs.
No person got selected with above selection criteria.

ORA-20001: BEN_91769_NOONE_TO_PROCESS: N, PROC, ben_close_enrollment.process
Steps:
1. Navigate to US Super HRMS Manager
2. Navigate to Processes and Reports > Submit a New Request
3. Submit the Close Enrollment Process concurrent program with Program name and Life Event Date populated.
4. Close Enrollment Process program completes in error and the above error could be found in the log.
