Goal

OE_INBOUND_INT.PROCESS_ORDER doesn't have the ability to create the Recurring Billing Plans while creating orders... whereas OE_ORDER_PUB.PROCESS_ORDER can do this.

Can OE_INBOUND_INT and OE_ORDER_PUB APIs be published as ISG services ,both SOAP And REST and be used at different needs?
