Value 'Goods or Service Item' in Item Type List of Values (LOV) is not translated to the language, for example French, in the iProcurement

Steps to reproduce

1. Connect to  iProcurement responsibility in French
2. Non-catalog requests (Demande hors catalogue)
2. Item Type (Type d'article) LOV value 'Goods or Service. I can..' shown in English, it should be shown in French ' Biens ou Services..'
