Symptoms
In EBS XML Publisher, object xdo_templates_vl is used in many web pages to list XML publisher template details in that Page. In web page when tried to view the template no rows returned.
Even executing below select statement in developer tool returning no rows
Select * from xdo_templates_vl;
STEPS

The issue can be reproduced at will with the following steps:
1.Open Developer tool (sql developer or Toad)
2.Execute query select * from xdo_templates_vl
