'Error: Line # 1 Requisition lines has no distributions' When Create PR With Line Type Outside Processing (Doc ID 2994760.1)

Symptoms

While creating a Purchase Requisition (PR) with the line type 'Outside Processing', the charge account is missing in the requisition distribution,
and while approving the PR, the following error appears:

ERROR
Error: Line # 1 Requisition lines has no distributions.

STEPS
1. Login to Purchasing Responsibility
2. Navigate to Requisition > Enter a new requisition
3. Select the line type as 'Outside Processing'
4. Go to distribution >Verify the charge account is blank 
5. Submit the PR for approval 
6. Error appears
