It Is Possible to Edit a Validity Rule When Rerouting a Batch (Doc ID 2995348.1)

Symptoms

After upgrading from 12.2.9 to 12.2.12, there is a new Edit button on the Validity Rules Summary by Recipe form, GMDRVRSM.fmb. When Rerouting a batch, this form comes up and now allows a user to make changes to validity rules when previously the user did not have authority to change a validity rule.

A user who is Rerouting a batch should not be able to make changes to validity rules.

The issue can be reproduced at will with the following steps:
1. Retrieve a Pending batch on Batch Details (Production Supervisor > Batch Details
2. Reroute the batch (Actions > Reroute)
3. The Validity Rules Summary by Recipe form displays with the new Edit button enabled.
4. Click the Edit button and make changes to the validity rule
