GLXBDDEF.fmb: Define Budget

Symptoms

Budget definition was created for Budget Year 2024. The "Require Budget Journals" flag is already checked in the Budget definition for Budget Year 2023 and Budget Year 2024.
Autocopy option has been used on creating the budget, which copied the balances from the previous budget, Budget Year 2023 to Budget Year 2024.
On attempting to update the accounts with zero, the system asks to create journals, but the users need to update budget amounts only, to change the copied balances, without any budget journals.

This scenario is happening for a new Budget year setup (2024) and copying it from the previous existent year (2023).

STEPS TO REPRODUCE:

1. General Ledger Super User Responsibility
2. Navigate to Budgets > Define > Budget
3. Define new Budget: Budget Year 2024
4. Save the new budget definition
5. Instead of selecting 'Open Next Year' button, click on 'Autocopy' button and select Budget Year 2023 as Source Budget
6. Inquiry > Budget > Show Balances > Verify the balances for this Budget Year 2024 and observe some balances exist for it, with the balances similar to Budget Year 2023
