Symptoms

After the completion of the "Refresh AR Transactions Summary Tables" standard concurrent program, the system internally runs another standard program "Submit Business Events for Refresh". This program runs for a long time and is not complete.

The issue can be reproduced at will with the following steps:
1. Connect to a Receivables responsibility
2. Run the program "Refresh AR Transactions Summary Tables"
