After Upgrade to 12.2.11, Format Payment Instructions with Text Output getting completed with Error.

Steps to Reproduce

The issue can be reproduced with the following steps:
1. Navigate to Payable responsibility
2. Payment > Entry > Payments Manager
3. Submit Single Payment Process Request
4.Format Payment Instructions with Text Output getting completed with Error
an error occurred during formatting. Please verify the template is valid.
