PO Line Update API Is Not Updating Correct Last Updated By Name (Doc ID 2998571.1)

Symptoms

PO Line Update by Using PO Change API is not updating correct Last Updated by Name in PO_LINES_ALL table when using the same API with different data to be updated for the second time by using the same SQL session.

The issue can be reproduced at will with the following steps:
1. Navigate -> SQL Developer.
2. Update PO Line Quantity by using PO Change API and passing as Username1.
3. Update the same PO Line with different Line Quantity  by using same PO Change API and passing as Username2 .
4. PO_LINES_ALL table was updated as Last_Updated_By as  Username1 where as other details was updated successfully.
