Symptoms
All payment templates disappeared when searching in Payment Process Profiles of Oracle Payments Setup.
Expect to be able to access and use the templates.
The issue can be reproduced at will with the following steps:
1. From a Payables Responsibility navigate to Setup -> Payment -> Payment Administrator -> Payment Process Profiles
2. Query a Payment Process Profiles
3. Click on the template pull down
All payment templates disappeared for the users. However, the system administrator is able to see the templates.

Applied October 2023 Cumulative Patch Update and changed check printer.
