The Subledger Journal Entry Does Not Balance In The Entered Currency. Please Verify The Entered Amounts On The Journal Entry Lines

Symptoms
When attempting to run Create Accounting - Cost Management, the following error occurs.
MESSAGE_NUMBER = 0
The subledger journal entry does not balance in the entered currency. Please verify the entered amounts on the journal entry lines.
The issue can be reproduced at will with the following steps:
1. Run Create Accounting - Cost Management
2. Expense line is not transferred from INV to SLA and transaction is not balanced in XLA_AE_LINES because expense line from Inventory is not transferred to SLA table.
The issue has the following business impact:
Due to this issue, users cannot transfer IPV_TXFR event in GL.

This is a new feature that was introduced just in release 12.2.10, which has included the internal patch 31123271.
